RULES AND REGULATIONS
GENERAL
1. All entries due in Extension Office by August 7, 2007. There will be a $5.00 ENTRY FEE for all exhibits 
in the OPEN BREEDING Show.
2. All beef animals for exhibit must be in place no later than 1:00 p.m., Monday, August 13.
3. All beef animals entered must comply with the Fair's Animal Health Regulations.  
Any pre-show administering on any non FDA approved compound that may cause
 a quantitative or qualitative change in the characteristics of the animal on foot or in 
carcass will cause disqualification, and no premium money will be paid.  In the market 
animal auctions, all sale money will be withheld if after slaughter, the animal is found 
to have been tampered with or altered, or if the carcass is condemned.  The management 
also has the right to disqualify any animals if the appearance or temperament of which 
has been changed or altered by any process.  This includes attempts to dye or discolor 
from the natural hair color and to the use of tranquilizers.  In addition to the above 
penalties, any exhibitor caught in violation of such rules will be banned from showing 
and selling any livestock in project area at the current Clarke County Fair.  The following
 year, they will be banned from showing and selling an animal in that project area (beef) 
for the coming year.
4. All 4-H'ers and FFA'ers planning to exhibit beef animals at the Clarke County Fair must 
turn in an updated project record book to the Extension Office or VoAg Instructor no later 
than Tuesday, July 17, 2007. One 4-H and FFA member will be elected by the junior beef 
exhibitors to serve a one-year term on the Fair Beef Committee for the following year. 
Election will occur on Friday of fair week and the term of office will start then and 
continue through fair week of the following year.
5. Tie-out for beef cattle shall be 8:30 p.m.
6. Because of space limitations, no nurse cows will be permitted on the
fairgrounds.
7. If a 4-H or FFA exhibitor has two (2) animals in the same class, only another 4-H or 
FFA Junior Beef Exhibitor of Clarke County may show one of them.
8. All 4-H/FFA entries must have been personally managed, owned and cared for by the 
exhibitor making the entry throughout the entire project period.
9. All bulls born before January 1 of the year of the show must have a bull ring or nose 
lead in their nose at all times while on the fairgrounds.
10. All bedding and manure shall be place in designated areas. Failure to do so will 
result in forfeiture of premiums.
 
HEIFER
11. The Junior Heifer Show is open to all 4-H or FFA members of Clarke
County and surrounding counties. All heifers exhibited by 4-H and FFA
members must be owned and registered by and in care of the exhibitor by the following

A MAXIMUM OF TWO HEIFERS PER BREED MAY BE SHOWN IN THE JUNIOR HEIFER SHOW.
From time of purchase, the member must have personally managed, cared for, and fed the
 heifer/heifers he/she enters, except in the case of illness or other circumstances beyond
 the owner's control and not covering a total period of more than 30 days.
12. All registered heifers must meet the minimum requirements of their breed associations.
 Registration papers for each heifer must be brought to the show and checked by one of the
 show's co-chairmen, and all pending pages will not be accepted.
13. All animals in 4-H and FFA heifer classes may compete in Open Heifer Classes for an 
entry fee of $5.00 per head.
14. In order to participate in the junior and open commercial beef heifer shows, heifers 
must not be registered with any breed association. Both straight bred and crossbred 
heifers are acceptable in the junior and open commercial beef heifer shows.
15. Cow-calf exhibits are not eligible for the champion female class.
16. All 4-H or FFA members, regardless of county of origin, must have a
completed validation form for an updated record book with County Extension Agent signature.
 
STEER
17. The Junior Steer Show is open only to Clarke County 4-H and FFA members enrolled in 
4-H and FFA projects by December 1 of the current project year.
18. All 4-H and FFA steer entries must be in the care and remain in the
ownership and care of the 4-H or FFA member making the exhibit by December 1 of the 
current project year. From time of purchase, the member must have personally managed, 
cared for, and fed the beef animal(s) he/she enters, except in the case of illness or 
other circumstances beyond the owner's control and not covering a total period of more 
than 30 days. Entries are accepted in good faith that feeding, management, and care of the 
animals have been conducted as part of 4-H or FFA projects by the exhibitor. If an animal 
is not housed on property owned or rented by immediate family, then
the exhibitor must notify the beef committee or Extension Office in writing and explain why 
to receive committee approval.
19. In order to show at the Clarke County Fair, all steers must be weighed in at the official 
weigh-in for the Carcass program. All 4-H and FFA steers must be branded.
20. During the Fair, steers for open and junior competition will be graded in the afternoon on
 the first Monday of the Fair. The beef cattle committee will determine the classes by breed 
and by weight within each breed if necessary. Each breed will exhibit separately. Classed 
will also be established for British Cross and Continental Cross steers. All steers grading 
select minus will be shown in feeder steer class near the conclusion of the breeding show 
in the afternoon.
21. Animals unacceptable because of lack of quality, lack of finish, or the defects will 
not be sold.
22. Each junior exhibitor may show two (2) steers in the Junior Beef Show, and they can 
sell both steers in the sale providing the meet sale
requirements. One dollar ($1.00) per head will be deducted from the sale price for the 
beef referendum.
23. The Grand Champion and the Reserve Grand Champion of the live show must be sold. 
All steers eligible to be sold must weigh at least 900 pounds and grade select or better. 
NOTE: Steers grading select minus will not sell. Any questions will be referred to the 
Beef Cattle Committee.
24. To recognize steer buyers, $12.00 from the proceeds of each steer sold will be 
retained to purchase a newspaper advertisement. Only the names of the buyers who 
purchased animals in the Show Barn will appear in the advertisement.
25. During the judging and selling of the steers, only exhibitors and
members of the Beef Committee may enter the show ring or sale ring.
26. Exhibitors who sell steers are expected to care for them until they are removed 
from the grounds.
27. All 4-H and FFA exhibitors may be no more than 18 years of age on
December 31, of the year before the show.
28. All steers donated back for resale will be sold at the Farmers Livestock or designated
 market or to the other buyers designate by the Sale Committee and proceeds will be 
forwarded accordingly.
29. Only the exhibitor and immediate family, i.e. father, mother, brother, or sister or
 another Clarke County 4-H or FFA Junior Exhibitor may help in fitting an animal for 
the Junior Market Steer and Junior Heifer Show. If youth enlist additional fitting assistance, 
they are not eligible to participate in the Junior Heifer Show; they can only participate 
in the Open Heifer Show. All steers and heifers must be fitted in the immediate beef barn area.
 The fitting of the steers will be monitored by members of the beef committee, and any 
violation of these rules will result in disqualification from the show and sale. Committee
 members may offer care to animals when needed; however, they may not fit animals unless 
they are an immediate family member.
30. Any animal deemed "not broken" or unruly to the point of being a safety risk will be 
disqualified form the show and/or sale by decision of the beef and/or sale committee and 
will be removed form the fairgrounds.
31. Market steers shown in the Open Market Steer Class are NOT eligible to be shown in the
 Junior Market Steer Class or sold in the 4-H/FFA Youth Livestock Show.
 
B-1 JUNIOR BEEF SHOWMANSHIP SHOW
Wednesday, August 15, 10:00 a.m.
 
CLASSES
1. All exhibitors will be required to participate in the Showmanship Show using their 
own steer of heifer.
2. Showmanship classes will be divided into Novice, Junior, Intermediate and Senior. 
Novice Showmen will be those youth who have not shown beef as a 4-H or FFA project 
previously at the Clarke County Fair. Junior Showman will be those exhibitors who will 
be 9, 10 and 11 years of age as of September 30, 2007. Intermediate showmen will be 
those exhibitors who will be 12 and 13 years of age as of September 30, 2007  and Senior 
Showmen are those exhibitors who will be 14 years of age and older as of September 30, 2007.
3. The Beef Showmanship classes are open only to Clarke County 4-H or FFA exhibitors.
4. There will be no fitting for the 4-H and FFA Beef Showmanship competition held on 
Wednesday, Animals will be cleaned and brushed down only.  No prize money will be awarded 
to 4-H and FFA members in Clarke County unless they participate in the beef showmanship classes.

VIRGINIA JUNIOR FEEDER'S MEAT TYPE STEER CERTIFICATION PROGRAM
Sponsored by Virginia Cooperative Extension Service
In Cooperation with The Agricultural Education Services,
Virginia Department of Education and the Virginia Beef Cattle Improvement Association
 
ELIGIBILITY
Open to any Virginian 4-H or FFA member conducting a bonafide steer feeding project.
 
REQUIREMENTS FOR MEAT TYPE STEER CERTIFICATION
1. Minimum hot carcass weight of 600-900 lbs. and minimum carcass weight per day of age of 1.35 lbs.
 (live weight per day of age 2.25 lbs.)
  Formula:    Hot Carcass Weight Pounds/Number days Age of Steer=Hot Carcass Weight Total per Day
 In shows where a starting weight is required a minimum average daily gain for the feeding period of 2.25 lbs./day 
will be used instead of the minimum carcass weight/day of age.
2.  Minimum U.S.D.A. marbling score of "small" amount (Choice minus Quality Grade), to be certified by a meat grader.
3.  Minimum of 49% of carcass weight in boneless, closely trimmed retail cuts from round, loin, rib, and chuck.  
This means a Yield Grade of 3.4 or better (1.0 to 3.4).
 
QUALIFYING PROCEDURE
All carcasses will be checked against the above minimum requirements. Those meeting or exceeding all requirements will qualify.
 
CERTIFICATION
A certificate for each qualifying steer will be awarded at the carcass show or sent to the Extension Agent or Agricultural Education Instructor for completion and presentation to the exhibitor of the steer. The certificates will be donated by the Virginia Beef Cattle Improvement Association. Certificates must be requested from Extension Animal Scientist, 4-H Youth, at Virginia Tech after the carcass results are computed.
 
JUNIOR BEEF SHOW SPECIAL AWARDS
 
CHAMPION ANGUS MARKET STEER AWARD
An award to the Champion Angus Market Steer exhibitor will be given in
memory of Raymond Pickett, a dedicated supporter of the 4-H and FFA youth in Clarke County, sponsored by his brother, 
Hardy Pickett, and will be presented by Susanne Vaughan and Charles Pickett.
 
GRAND CHAMPION JUNIOR SHOW STEER AWARD
Each year Clarke County Farm Bureau presents an award to the exhibitor of the Grand Champion Beef Steer of the Junior Show.
 
RESERVE GRAND CHAMPION JUNIOR SHOW STEER AWARD
In memory of NANCY B. WOLFE, a past 4-H leader, the Kenneth Pruitt family will present a silver bowl to the exhibitor 
of the Reserve Grand Champion Steer of the Junior Show.
 
JUNIOR BEEF HERDSMAN AWARD
In memory of NELSON MARTIN, CECIL P. WOLFE, DOUG MCINTIRE and RAYMOND
PICKETT, a special award donated by Carlton L. Emmart, is presented to the 4-H or FFA beef cattle exhibitor who, in the
 opinion of the beef cattle committee, does the best job caring for and presenting his/her animal (s) to the public during 
the 2007 Clarke County Fair.  Factors to be considered are neatness of stable area, cleanliness of animal at all times, care 
of equipment, personal appearance and conduct, and spirit of cooperation. The winner of this award will receive a gift 
certificate in recognition of his/her accomplishments.
 
A. CATHERINE MCINTIRE MEMORIAL CHAMPION JUNIOR SHOW REGISTERED ANGUS HEIFER AWARD
In memory of A. Catherine McIntire, whose support of the 4-H and FFA
programs was exemplary and for her love of Angus cattle, Fred and Paula Myer of Blackline Farm, Berryville, present 
this award to the exhibitor of the Champion Angus heifer of the Junior Purebred Angus Show.
 
RESERVE CHAMPION JUNIOR SHOW REGISTERED ANGUS HEIFER AWARD
Each year P.T. McIntire and Sons of White Post present an award to the
exhibitor of the Reserve Champion Junior Show Registered Angus Heifer.
 
CLARKE COUNTY RURITAN BEEF SHOWMANSHIP AWARDS
Banners will be presented by the Clarke County Ruritan Club to the first place exhibitors in each of the showmanship 
divisions: Novice, Junior, Intermediate and Seniors.
 
JAMES H. MORRIS MEMORIAL SENIOR BEEF SHOWMANSHIP AWARD
In memory of James H. Morris, whose support of the 4-H and FFA programs in the community was well acknowledged, 
a $25.00 cash award will be presented by Mrs. Barbara Morris to the Senior Champion Beef Showmanship Award winner 
of the Junior Beef Show.
 
HOFF MEMORIAL AWARD
In memory of Mr. Floyd Hoff and Mr. Jock Hoff, a banner will be presented to the exhibitor of the Reserve Grand 
Champion Market Steer by an anonymous donor.
 
2007 JUNIOR STEER SHOWS SPECIAL AWARDS
Show results to be sent directly to the breed association representative.
 
VIRGINIA CATTLE FEEDERS ASSOCIATION
VPI & SU, Blacksburg, VA 24061 will award a certificate to the Virginia
Junior exhibitor for each beef carcass that qualifies. Carcass data or
ultrasound results are required. The specifications are:
·         Average Daily Gain minimum of 3.0 pounds per day
·         Fat thickness maximum of .50 inch
·         Hot carcass weight of 625-850 pounds
·         Rib eye area of 12.0 to 16.0 square inches
·         Yield grade of less than 3.0
·         Quality grade of a least Choice minus
 
 
B-5 CARCASS CONTEST
 
A Carcass Contest is open to all market steers, sheep and hogs who were
officially weighed and exhibited in the 2007 Clarke County Fair 4-H and FFA youth livestock shows. 
In cooperation with the slaughter plants in the local area, carcass data will be collected from the steers, 
sheep and hogs by ultrasound prior to slaughter and after they have been sold and slaughtered. Final placings will 
be determined by carcass grade and yield. Only carcasses which grade a minimum of choice minus for beef, have a 
minimum back fat of .10 for sheep, and have a minimum of .5 of an inch of back fat for swine will be considered for 
the placings in this contest.
 
The Grand Champion and Reserve Grand Champion winner in each of the 3 species will receive a banner sponsored 
by the Clarke County Ruritans. The results will be given out in September or October at the Carcass Contest Results meeting.
